February 12, 1931 - March 14, 2017 Share your Memorial with Family & Friends William R. Steagall died peacefully at All Comfort Residential Care on March 14, 2017 in Portland, OR at the age of 86. William is survived by his wife, Consuelo Steagall, his children Laura Steagall-Cissell and Patricia Steagall, and grandchildren Stuart Millard, Duncan Millard, Elena Cissell and William Cissell. William was born on February 12, 1931 in Clarendon, TX to Raeburn and Mary Steagall. He lived and worked for many years in Mexico City, where he married and raised his family. He moved back to the United States in 1989, living in Texas, California and Oregon.
