Joseph was born in Oakland, Calif. on Sept. 15, 1955. He passed away in Portland on Nov. 10, 2012. He is survived by his son, Roman Monbleau, of the U.S. Navy; and siblings, Richard Stearns, Dona Marty and Daryl Stearns.
