Born in DeSoto, Ill., Melvin, was a proud recipient of the Purple Heart while serving his country in WWII. Toby lived in the Rose City for the past 67 years, most of it with his loving wife of 62 years Norine «Penny» Irvin. He spent over 60 years proudly working as an airport transport driver for Grayline, Dart and Raz. Additionally, he spent 13 years serving the Portland Rose Festival Courts as a driver/chauffeur.

One would say he «never met a stranger», had the «gift of gab» and put those around him at ease with his contagious smile and teasing personality. Always showing love and consideration for others, he will be missed. He is survived by his daughter Melvine «Dolly» Roberts and husband Gerry Roberts; grand-daughters, Terrine Brown and husband Charles Mays and Tiffany Brown and husband Chris Waller; great -grandsons, Charles Tyler Mays, Alden Terry Mays and Blake Melvin Waller; Brother James Marshall Irvin along with many nieces and nephews.
